How about let them provide personal info, e.g., social security number, date of birth, and/or monther’s maiden name?
Kevin Mitnick showed that, with a moderate memebership fee, you can sign up and search anybody’s SSN, DOB,… I played around for an hour and I was able to come up with few “good” search websites which provides social security number, maiden name, driving records…

We are living in an interesting time. The ARRA is a once-a-life-time opportunity for Healthcare, as well as hackers.
